Community Development Resources was established in 1995, then known as the Self Employment Loan Fund (SELF) to fill a gap for access to capital, technical assistance, and business training  for all small businesses whether start-up or existing, including low-income persons, minorities, and woman. Initially, through the Peer-Group lending model, and then in 1999, a Direct Loan program was established. In 2001, CDR became an independent 501c3 Non-Profit organization, with its initial board of directors.

Late in 2002, CDR became certified as a Community Development Financial Institution (CDFI) under the U.S. treasury Department. As a CDFI , CDR can access and leverage financial and economic development resources to better promote and sustain communities throughout Nebraska.  In May 2010 , CDR became a certified  Community Development Corporation (CDC) and recently had  approved it first SBA 504 Loan through the Small Business Administration (SBA).
